Affordable Care Act upheld ? Washington now ahead of most states | Insurance Commissioner Mike Kreidler

Insurance Commissioner Mike Kreidler expressed great relief with the U.S. Supreme Court?s decision upholding the Affordable Care Act and said Washington state is now well ahead of most states in reforming its health care system.

Many reforms are currently in place, but key benefits and programs take effect in 2014, including Washington?s new Health Exchange, federal subsidies to help 477,000 people afford health insurance, an expansion of Medicaid for 328,000 poor childless adults and the ban on insurance companies from denying people coverage if they?re sick.

?I?m very pleased the Supreme Court chose to uphold the Affordable Care Act,? said Kreidler. ?We?ve been busy for two years now implementing the reforms and have made great progress, but there?s a lot left to do before 2014. With the court decision out of the way, we can continue our focus on where it should be ? bringing relief to families struggling to find quality, affordable health insurance.?

The millions of Washington state consumers benefitting from the Affordable Care Act?s early reforms include:

  • More than 2.4 million people who no longer face lifetime caps on their health benefits.
  • More than 52,000 young adults up to age 26 who have stayed on their parents? health plans.
  • More than 1.2 million people who now have coverage for preventive care with no co-pays or deductibles.
  • More than 60,000 people in Medicare who have saved hundreds on their prescription drugs.

Washington state also leveraged millions in federal funds available under the Affordable Care Act to create:

?The Affordable Care Act is not perfect, but it moves us in the right direction and is the only meaningful reform that?s passed in decades,? said Kreidler. ?The debate was clearly contentious, and I?m grateful to have it behind us. But, now it?s time to focus on the work ahead ? more than a million uninsured people in our state are counting on us.?

NEW ORLEANS ? Austin Rivers sat to the left of Anthony Davis, the media horde surrounding his table smaller than the one encircling the No. 1 pick.

Not that he cared. Not now.

While the focus is on Davis and what he?ll bring to a Hornets franchise seemingly on the way up, Rivers? role might be just as important.

And, maybe even more important, is that he knows what?s expected of him.

?I know what you need to do to succeed,? said the 6-foot-4 Rivers, son of Boston Celtics coach Doc Rivers. ?But you?ve still got to go out and do it. This is a man?s league and you?ve got such great players I?ve idolized my whole life.? I?ve just got to go out there and earn it.?

It?s that attitude that Hornets coach Monty Williams is excited to have in his locker room.

?He doesn?t like to lose,? Williams said Friday, moments after the duo was introduced formally in New Orleans. ?He?s just competitive. That?s what we want.?

Williams would know.

He has known the Rivers family since the mid-1990s, when he first played with Doc in New York.

Williams eventually played for Rivers in Orlando and their families have been friendly ever since.

In other words, Williams was already familiar with Austin as this year?s draft approached. In fact, he had an extremely advanced scouting report on the now former Duke standout.

?Doc talked to me about Austin when he was in the 7th or 8th grade,? Williams said. ?He would always say, ?Monty, he has a chance.? He never said he was going to make it to the NBA, but he would just say, ?Monty, he has a chance.? And I was like, ?Really? Austin?? ?

More than six years later, both Williams and Doc Rivers have their answer.

And Austin Rivers sees himself being able to fulfill a role that?s less bit and more full. He believes he?s similar to Oklahoma City?s Russell Westbrook, San Antonio?s Tony Parker or Chicago?s Derrick Rose.

At least, those are players he hopes to be compared to one day.

?Just attacking point guards,? Rivers said. ?You look at Russell, he?s getting better and better at learning how to get everybody else involved.?

Rivers was a third-team All-American as selected by the coaches, leading Duke with 15.5 points per game. He ranks in the top five in seven different freshman categories at Duke, including points (third), points per game (third), free throws and attempts (first) as well as 20-point games (fifth).

Now he?s looking forward to playing alongside Davis, the AP Player of the Year and athletic 6-10 defensive nightmare for opponents.

It?s not Davis? defensive prowess that?s making Rivers already excited for July rookie league in Las Vegas.

?I?ve been thinking about it all the time,? Rivers said when asked about the pick-and-roll possibilities with Davis. ?It makes my job so much easier. I can throw the ball basically anywhere and those long arms can go and catch it and dunk it. It?s going to be cool.?

Harris County Hospital District Tackles Childhood Obesity

Harris County Hospital District has started a program to educate families about the problem of childhood obesity.

Eleven out of 15 HCHD health centers now offer a nine-week Childhood Nutrition and Exercise Program, which requires parents to attend with the child.

?We want to touch the whole family,? said Karla Phillips, health educator at HCHD?s People?s Health Center, in the press release. ?Parents are the decision-makers, and if we get them on board with making healthy decisions, the whole family benefits.?

In the first hour of the class, participants will discuss healthy decisions and planning healthy meals. The second hour will be devoted to exercise.

?We play soccer, basketball, run around the track or even play games with a giant parachute,? said Yesenia Mora, senior health educator at Baytown Health Center, in the press release. ?The key is to get the kids and their parents moving.?

Although the program itself helps participants to lose weight, the ultimate goal is to educate local families on how to live a healthier life.

Mousepad issues with Windows 7 Toshiba laptop


If I could get some help with this, that'd be great.

Okay, I've recently had some virus trouble on my laptop, but it's mostly resolved without any major issues. Apart from some svchost CPU issues, I've been doing mostly okay, but now I'm having some issues with my mousepad responding to windows.

I've only run into it in a few places. Sometimes, when I scroll to close a window, the buttons don't light up like the computer can detect them, and when I click nothing happens. If I minimize the window and maximize it again, I have about ten seconds of responsiveness again before I get the same problem.

I also have some minor issues with the same sort of responsiveness in VLC player and Flash-based programs like Youtube, where it seems as though the mouse is invisible. Once again, minimizing the window and maximizing it again seem to resolve it, but only for a few seconds.

Any ideas?

Djokovic rallies past Stepanek at Wimbledon

WIMBLEDON, England (AP) ? Novak Djokovic is tough to beat at Wimbledon, indoors or out.

Playing the day's first Centre Court match Friday under the retractable roof, defending champion Djokovic rallied past Radek Stepanek 4-6, 6-2, 6-2, 6-2.

When a drizzle delayed the start of the third round, tournament officials decided Djokovic's match should be played inside. An odd spectacle ensued: The roof closed as the sun came out and outside court covers came off.

"I was a little bit surprised, when I saw sunshine, that the roof is closed," Djokovic said. "Obviously they're relying on a forecast that I don't think is very reliable here. But OK."

The No. 1-ranked Djokovic missed opportunities to seize an early lead, failing to convert his first five break-point chances before he lost serve at love to drop the opening set. But he dominated from there, breaking in the first game in each of the final three sets.

Also advancing to the second week was top-ranked Maria Sharapova. She rallied from a break down in the second set to beat Hsieh Su-wei 6-1, 6-4.

American Sam Querrey hit the last of his 21 aces on match point and beat No. 21-seeded Milos Raonic, 6-7 (3), 7-6 (7), 7-6 (8), 6-4. That second-round match had been suspended in the third set Thursday because of rain.

Kim Clijsters led 6-3, 4-3 when No. 12 Vera Zvonareva retired struggling with a cough. The unseeded Clijsters, who plans to retire after the U.S. Open, is a four-time Grand Slam seeking her first berth in a Wimbledon final.

"It's a pleasure to be a part of the second week of a Grand Slam, especially at Wimbledon," she said.

Americans Sloane Stephens and Christina McHale were eliminated in the third round. The 19-year-old Sloane Stephens was beaten by Sabine Lisicki 7-6 (5), 1-6, 6-2, and the No. 28-seeded McHale lost to No. 8 Angelique Kerber 6-2, 6-3.

No. 3 Agnieszka Radwanska defeated Britain's Heather Watson under the roof, 6-0, 6-2.

Djokovic has the weekend off and said he might squeeze in a round of golf. His fourth-round opponent will be 34th-ranked Viktor Troicki in an all-Serbian match. Troicki beat No. 15-seeded Juan Monaco 7-5, 7-5, 6-3.

Fans were still buzzing about Rafael Nadal's second-round defeat, which ended under the roof Thursday night, when Djokovic stepped onto the same court. His slow start briefly stirred speculation about another upset.

"I was a set down but managed to make the crucial break in the opening game of the second set," Djokovic said. "And then I thought I played really well."

Stepanek, at 33 the oldest man left in the tournament, repeatedly played serve and volley and had Djokovic on his heels in the early going. Djokovic hit an improbable winner that skipped off the top of the net post and still lost the first set.

Then the match quickly swung his way, and the 28th-seeded Stepanek couldn't compete with Djokovic's mistake-free play. The Serb committed just 13 unforced errors in 221 points.

The match remained entertaining even as it became lopsided. One game in the final set lasted 26 points and had Djokovic smiling at Stepanek's unconventional style, which included a belly flop in pursuit of a shot.

"The fourth set from Novak's side was very impressive," Stepanek said. "I was battling until the end, but the fourth set I felt like no matter what I do on the court, he always answers."

The victory made it two in row under the roof for Djokovic.

"I thought I played great," he said. "But, look, this is an outdoor tournament, so I think everybody wants to play when the roof is open."

Perhaps not Sharapova ? she was outdoors struggling with her serve on windy Court 1 and sent one shot over the net on the bounce for a double-fault.

Has she done that before?

"I'm sure I have," she said. "A lot in practice."

The misfire came on break point and put her behind 2-3 in the second set. She rallied by sweeping the final four games.

Sharapova finished with five double-faults but committed only seven unforced errors on her groundstrokes.

"Considering the conditions, I'm pretty happy with the way I played," she said.

Sharapova won the French Open this month to complete a career Grand Slam title. She won Wimbledon at age 17 in 2004 and has reached the final at three of the past four majors.

The half of the men's draw opposite Djokovic opened up when two-time champion Nadal lost to No. 100-ranked Lukas Rosol of the Czech Republic, 6-7 (9), 6-4, 6-4, 2-6, 6-4.

Nadal had reached the past five Grand Slam finals and won his seventh French Open title this month. He also had reached the final in his past five Wimbledons, winning the title in 2008 and 2010.

His departure creates an opportunity for three-time Wimbledon finalist Andy Roddick and Andy Murray, who seeks to become the tournament's first British champion since 1936. Both are on Nadal's side of the draw.

Listening to the Voters: Energy drives swing vote

Four years ago, Washington County did something it had not done in 40 years of politics: it went Republican. John McCain was the victor in this picturesque, rolling countryside by four points over then Senator Barack Obama.

The shift from blue to red makes Washington, Pennsylvania a political anomaly. It's a democratic leaning region heavily populated with union workers, but according to County Commissioner Diana Irey Vaughan the voting shift can be explained along economic lines.

"The recession really hasn't had a huge impact in Washington County. We're third in the nation in job growth and 40 percent of that's due to the Marcellus Shale Plate."

The Marcellus Shale Plate, a giant formation of sedimentary rock that runs through New York and Pennsylvania and into West Virginia and Ohio is rich with oil and natural gas and has made this rural county a mini-boomtown. By some estimates there's enough natural gas to supply all of America for the next 25 years - and people working in the energy business understand their financial future depends on a supportive White House.

"I think Washington County voters are more likely to look at the candidate and look at the issues and the positions of the candidate when they vote rather than just pulling the party lever," said Vaughan, adding "people in southwestern Pennsylvania in general and especially Washington County are very supportive of the energy industry. We all want to make sure that the energy industry is responsible and clean and green and safe but we're open to allowing energy independence to start right here."

Drive the back roads here and you're likely to see lawn signs supporting or decrying the energy business. ?'Stop The War on Coal - Fire Obama' reads one, symbolic of the political divide among voters. This area was built on the back of coal, a source of energy that fueled the industrial revolution and supplied the steel mills of nearby Pittsburgh. Consol Energy is one of the largest employers in the county and according to company CEO J. Brett Harvey this election is in many respects a referendum on the nation's energy policy.

"I think the American energy policy is political and we're not looking at our resources," he said. "We have 30 percent of the world's coal, we've found all this natural gas and we're debating whether to use it or not. We need to find ways of using it for the good of the people because it's our resources ... It's red, white and blue."

Harvey believes people are voting for their jobs, and in some cases the natural resources beneath their land. Energy companies are paying big bucks for mineral rights, something retired farmer Bill Black has wholeheartedly embraced. Black and his wife Sheila bought their 200 acre farm in 1963 and he readily admits that at times it was a struggle.?

"Until this gas boom, oil boom came along people found it difficult to pay their taxes. Even more difficult if they had a mortgage," he said from a chair on his front porch.?

Black's fortunes changed when oil was discovered beneath his land and he sold the rights to Texas based energy company Range Resources. The tranquil peace and quiet he's enjoyed for almost fifty years is sometimes disturbed by the roar of heavy trucks going back and forth to the oil platform a few hundred yards from his farmhouse but Black said he was happy with his decision and has already made up his mind on who he will vote for in November.

"Three and a half years ago we talked about change and the change that we have seen we really don't like," he said. "We're hoping that Mr. Romney can do some things."

The money from the oil well is allowing the Blacks to fund their grandchildren's college educations and providing a nice financial cushion in their golden years.

"It was really amazing in '08," he recalled. "That's when some of the local people first received royalties and some of those original checks were for over a quarter of a million dollars and to these people that's an enormous amount of money."

That's not to say that everyone here is supportive of energy. At the weekly farmers market in Washington local residents shop for organic produce from local farmers and artisans. Vendor Jodi Borello said she usually votes Republican but in this election she plans to vote for President Obama because of her environmental concerns.

"I have 28 gas wells, three frack ponds and two fresh water ponds within one mile of my home and I'm very concerned about it. The things I have witnessed and see and what I personally have gone through ... I'm very concerned about it," she said from her stall where she sells handmade pasta.?

Her thoughts are echoed by others who have concerns about the environmental impact of fracking, the method used to extract natural gas from the Marcellus Shale Plate and it reinforces the divide between voters here that goes well beyond party affiliation. The newfound energy and newfound wealth is changing the landscape here, and may well be changing its politics too.

(AP) ? Fighter jets thunder above the English countryside. Missiles stand ready. And Big Brother is watching like never before.

The London Olympics are no ordinary games. Not since World War II have Britain and the United States teamed up for such a massive security operation on British soil.

Hundreds of American intelligence, security and law enforcement officials are flying across the Atlantic for the games that begin July 27. Some will even be embedded with their British counterparts, sharing critical intelligence and troubleshooting potential risks. Dozens of Interpol officers will also be deployed.

The unique collaboration is rooted in common threats the partners have faced since the Sept. 11 terror attacks on the U.S. and Britain's own deadly suicide bombings in 2005.

Britain was America's closest ally in Afghanistan and Iraq, making it a prime target of Islamic terror groups. And dozens of recent terror plots, including the 2006 plot to blow up nearly a dozen trans-Atlantic airliners, have been hatched within Britain's sizeable Muslim population, more than 1 million of whom have ties to Pakistan.

Although other Olympics have taken place since 9/11 ? Salt Lake City, Athens, Turin, Beijing and Vancouver ? London poses a different breed of security challenge.

"I'm confident that there is more than adequate security here for these games," Louis Susman, the U.S. Ambassador to the U.K., told The Associated Press. "That said, we live in a tumultuous world, whether that be in New York or London."

Intelligence officials say there has been an expected increase in chatter among extremist groups but there are still no specific or credible threats to the London games. The terror level is labeled substantial, a notch below severe and what it has been for much of the past decade. A substantial threat level indicates that an attack is a strong possibility.

"There is a perception in some quarters that the terrorist threat to this country has evaporated," said Jonathan Evans, head of Britain's domestic spy agency of MI5. "Bin Laden is dead, al-Qaida's senior leadership in Pakistan is under serious pressure and there hasn't been a major terror attack here for seven years. (But) in back rooms and in cars and on the streets of this country, there is no shortage of individuals talking about wanting to mount terrorist attacks here."

The potential threats to the London games are broad and diverse ? a lone wolf attacker such as Norway's Anders Behring Breivik who confessed to killing 77 people; a possible non-Asian Muslim convert who could slip by security with a European passport; a coordinated strike like the Sept. 11 terror attacks or a debilitating cyber-attack.

Although al-Qaida has been weakened by targeted U.S. strikes, its affiliates in places like Somalia and Yemen have stepped up their activity and increased their capabilities. They've even been working on bombs that can go undetected in airport scans.

British security officials fear that dozens of nationals who went to train in Somalia and elsewhere could eventually return.

"Terrorist problems have a long tail," said Evans. "They very rarely just stop."

Up to 1 million visitors are expected for the games, putting added strain on border security agents at airports like London's Heathrow, which has been criticized for its long lines and lack of staff to screen those arriving from other countries.

On site, some 300,000 people are expected to flow into Olympic Park in east London each day during peak times.

One of the key functions for Interpol, the international police organization, will be to speed intelligence data sharing between countries so threats can be deterred. U.K. officials scan Interpol data 130 million times per year, Interpol Secretary General Ronald K. Noble told the AP during an exclusive interview at the agency's Lyon headquarters.

"The truth is, and we know this from Norway, that you can't identify one ethnic group and say that's the ethnic group that should only concern us," Noble said. "But this Olympics ? from all that I know and based on all the information that Interpol has ? should be a safe Olympics."

Shared intelligence, better technology and boosted resources have allowed security officials to crack organized plots before they happen but the possibility of a self-starter extremist who operates below the radar remains one of the biggest fears.

In the case of Breivik, there were few warning signals that the self-styled anti-Muslim fanatic was about to kill 77 people last summer. The same essentially was true for Mohamed Merah, a Frenchman of Algerian descent who in March killed three paratroopers, a rabbi and three Jewish school children in southwest France.

Security officials say unless people are already known to authorities, they can go virtually undetected as they plan atrocities.

The overall security numbers are staggering. The games will be protected by some 12,000 police officers during peak times and 23,700 security staff ? a number that includes some 13,500 troops on standby, which is more than the 9,500 British troops currently in Afghanistan. A no-fly zone will also be established over Olympic venues from July 14 to August 15.

More than 100,000 people have applied for jobs at Olympics venues, being vetted for employment history and possible criminal backgrounds. The more rigorous checks are done by the government for accreditation to get into the games, according to Ian Horseman Sewell with G4S, a global company providing most of the training and security staff for the Olympics.

Still, Sewell admits London is different than past games.

"London is a proven terrorist target and it is the first time the summer Olympics have been operated in a post 7/7 environment in a place that isn't a totalitarian state," Sewell said, referring to the 2005 suicide bombings in London and the 2008 Beijing games. "From a security perspective, London is breaking new ground."

G4S will also help secure venues outside of the park and protect athletes.

Some specific teams from places like Belarus, Belgium, New Zealand and Vietnam will be training in northern France to keep costs down ? a move that prompted a joint Franco-British security exercise earlier this year.

Protecting athletes has been a concern since a terror attack at the 1972 Olympics in Munich killed 11 Israeli athletes and coaches.

"Israeli athletes will be staying away from the others in a more secluded area and with more security," a senior Israeli intelligence official told the AP, speaking on condition of anonymity because of the sensitivity of his job. "But a repetition of what happened in Munich is considered unlikely because Israel is ready and also because it isn't the kind of attack Palestinians would want now."

Technology has also advanced from past games.

Special Israeli surveillance technology has been rolled out for the Olympics across Britain, a country already known for its 4 million closed-circuit television cameras. Even more cameras have been installed at the Olympic Park.

Advanced facial and image recognition software will be used to identify suspects and connect multiple crime scenes. Cameras will be used to capture suspicious behavior. And special drones will be used for crowd surveillance, according to a salesman at an Israeli company who spoke on condition of anonymity because he was not authorized to speak to the press.

And remember the movie "Speed" where a bomb would allegedly go off if a bus went slower than 50 mph (80 kph)? Hundreds of public transport vehicles and VIP buses being used in the London games have already been equipped so authorities can tell if a driver is acting erratically ? something that might happen in a hijacking.

Authorities will also be able to stop a vehicle remotely or keep it going at a certain speed ? technology that could be useful if a terrorist were carrying explosives and threatening to crash a bus full of athletes into a crowded venue.

The British military has already made headlines with the weapons it will have available ? surface-to-air missiles, RAF Typhoon combat aircraft and an aircraft carrier docked on the Thames, the river that cuts across London close to several Olympic sites.

Security officials had worried that Irish dissidents could target the games, but those fears have dissipated.

Despite the U.S.-U.K. collaboration, there will still be differences in how the London Olympics is policed. Most of the security personnel will be unarmed ? a striking difference to operations in the United States.

Adding to security issues, leaders from around the world will want to visit during the Olympics. The American delegation will be led by first lady Michelle Obama while President Barack Obama focuses on his re-election campaign.

"I've not heard any American who has said they were concerned about security here," said Susman, the ambassador. "London has made an effort to showcase London for the world and I think it's going to be terrific."
