SAN FRANCISCO (AP) ? Silicon Valley entrepreneur-turned-venture capitalist Marc Andreessen and his partners have raised another $1.5 billion to invest in technology startups as they prepare to profit from a previous bet on Internet social network Facebook.
The fundraising announced Tuesday serves as further validation of the success that Andreessen has enjoyed since he started his own venture capital firm in mid-2009. The Menlo Park, Calif., firm, Andreessen Horowitz, has invested in about 90 companies since then. The portfolio includes an unspecified stake in Facebook, which is expected to file its plans for a long-awaited initial public offering of stock as early as Wednesday.
Those IPO documents may divulge the holdings of Andreessen Horowitz, if it is among Facebook's biggest stockholders. Before co-founding his venture capital firm, Andreessen also personally invested in Facebook and joined the company's board of directors in 2008.
Andreessen, 40, got rich as one of the Internet industry's first big stars during the 1990s. He helped change the way people used the Internet as part of a team that developed a graphical Web browser called Mosaic in the early 1990s. He went on to co-found Netscape Communications before he had turned 25. After losing its early lead in the Web browser market to Microsoft Corp. in a bruising battle, Netscape was sold to AOL for $10 billion in 1999.
With the latest infusion, Andreessen Horowitz has raised $2.7 billion since the firm's inception. The firm's other partners include Andreessen's longtime business partner, Ben Horowitz, and Jeff Jordan, former CEO of online restaurant reservation service OpenTable Inc.
"We are single-mindedly focused on partnering with the best innovators pursuing the biggest markets," Andreessen said in a statement.
Facebook, which started eight years ago in CEO Mark Zuckerberg's Harvard University dorm room, is expected to seek an IPO price that would value the company at $75 billion to $100 billion, according to The Wall Street Journal.
Andreessen Horowitz also was among the early investors in Zynga Inc., a maker of "FarmVille," ''Words With Friends" and other games that are frequently played on Facebook's social network. Zynga's stock has received a lukewarm response since its Wall Street debut in December. Zynga's stock gained 10 cents to close at $10.49 on Tuesday, just slightly above its IPO price of $10.
Although it focuses on startups, Andreessen Horowitz has explored investing in older companies too. Last year, it was one of several firms discussing the possibility of buying a nearly 20 percent stake in long-slumping Internet company Yahoo Inc. There was even speculation that Andreessen might join Yahoo as an executive, an idea that he refuted in a posting on his personal blog in December.
Yahoo has since hired former PayPal executive Scott Thompson as its fourth CEO in less than five years.

MIAMI (AP) ? Dwyane Wade's role as captain of the Miami Heat comes with certain privileges. For example, he can occasionally shake off calls from Heat coach Erik Spoelstra.
And no one complained, either.
Wade and LeBron James each scored 22 points, Mike Miller added 14 off the bench and the Heat rode the strength of a brilliant 18-minute run midway through the game to beat the Hornets 109-95 on Monday night, Miami's eighth win in nine games.
The Hornets finished with only 25 rebounds, the lowest total in the NBA this season. James had 11 rebounds ? more than any two Hornets ? and eight assists for Miami, which had six players in double figures and outscored New Orleans 54-23 from the midpoint of the second quarter through the end of the third.
"When a guy like D-Wade has a rhythm, you've got to keep feeding him," James said. "He brought us back."
Wade had 15 points in the second quarter, and perhaps his biggest contribution all night was when he got Spoelstra to change his mind. Looking to manufacture a jolt, Spoelstra wanted to go to a zone defense when Miami was struggling. Wade waved him off, thinking the Heat were on the verge of getting something going.
He was right.
"We started the game in a little bit of a fog and they came out and played very sharply," Spoelstra said. "They came out with a lot of energy ... then the game changed, I felt, in the second quarter. Dwyane really set the tone from that point on."
Chris Bosh and Norris Cole each scored 12 for the Heat, who trailed 45-33 midway through the second quarter before outscoring New Orleans 76-50 the rest of the way.
Jarrett Jack and Carl Landry each scored 14 for New Orleans, which lost for the 17th time in 19 games after a 2-0 start. Emeka Okafor scored 13 points and Greivis Vasquez added 11 for the Hornets.
"It's hard to play the kind of basketball that you need to play when you're not getting what you feel is a fair call at times," Hornets coach Monty Williams said. "I thought our guys got beat up a little bit tonight going to the basket. ... Take nothing away from Miami. That is a championship-contending team. Their effort showed that tonight."
There were all sorts of indicators suggesting that Miami would get off to a less-than-ideal start.
It was Miami's third game in four nights, though all were at home. Monday's tip-off came about 24 hours after Sunday's down-to-the-wire epic against Chicago, where the Heat win wasn't secure until 0.1 seconds remained. And the second night of back-to-backs have been trouble all season for Miami, which had been 3-3 in those contests ? including both of its home defeats, those coming against Atlanta and Milwaukee.
So sure enough, the Heat started slowly ? and found themselves in a 12-point hole against a team with the worst record in the Western Conference. New Orleans made 10 of its first 11 shots, then used a 16-6 run in the second quarter to briefly grab control. Spoelstra had an idea. Wade apparently had a better one.
"He called our zone and as the captain at that time, I kind of vetoed it," Wade said. "It ain't gonna happen much. But I felt at the time we needed to be a little more aggressive."
With that, the game changed for good. Wade scored 11 straight Miami points to erase the deficit almost single-handedly ? 13 out of 15 points as well, assisting a basket by James to account for the other two ? and the Heat went into halftime up 51-49.
They were just getting started.
Miami scored the first nine points of the third, stretching the lead to 60-49 and capping what was a 27-4 run over a span of less than eight minutes. James scored 14 points in the quarter, Chalmers made all three of his shots ? all from 3-point range ? and the Miami lead was up to 87-68 by the end of the period.
"That's the game right there. You blink and all of a sudden the lead opens up," Okafor said. "With a team like that, you can't allow that to happen ? three superstars and a cast of players who can play. You give them that type of leeway, they just run with it."
By then, the only drama left was whether James would get his 33rd career triple-double. Instead, he got the fourth quarter off.
Notes: Justin Bieber, who has been the subject of more than a few tweets posted by Heat owner Micky Arison, was in attendance. ... Williams had high praise for the Heat before the game, especially Spoelstra. "Spo doesn't get enough credit in my opinion for the ability to coach talent, supreme talent, every night," Williams said. ... GIGLIO, Italy (AP) ? The cruise ship that capsized off Italy's coast will take up to 10 months to remove, officials said Sunday, as rough seas off the Tuscan coast forced the suspension of recovery operations.
Officials called off both the start of operations to remove of 500,000 gallons of fuel and the search for people still missing after determining the Costa Concordia had moved four centimeters (an inch and a half) over six hours, coupled with waves of more than one meter (three feet).
A 17th body, identified as Peruvian crew member Erika Soria Molina, was found Saturday. Sixteen crew and passengers remain listed as missing, with one body recovered from the ship not yet identified.
Officials have virtually ruled out finding anyone alive more than two weeks after the Costa Concordia hit a reef, but were reluctant to give a final death toll for the Jan. 13 disaster. The crash happened when the captain deviated from his planned route, creating a huge gash that capsized the ship. More than 4,200 people were on board.
"Our first goal was to find people alive," Franco Gabrielli, the national civil protection official in charge of the operation, told a daily briefing. "Now we have a single, big goal, and that is that this does not translate into an environmental disaster."
University of Florence professor Riccardo Fanti said the ship's movements could either be caused by the ship settling on its own weight, slipping deeper into the seabed, or both. He also could not rule out the ship's sliding along the seabed.
Gabrielli noted that the body of a man recovered from the ship remains unidentified, despite efforts to obtain DNA samples from all of the missing, meaning that officials cannot preclude that the deceased is someone unknown to authorities. Costa has said that it runs strict procedures that would preclude the presence of any unregistered passengers.
Experts have said it would take 28 days to remove fuel from 15 tanks accounting for more than 80 percent of all fuel on board the ship. The next job would be to target the engine room, which contains nearly 350 cubic meters of diesel, fuel and other lubricants, Gabrielli said.
Only once the fuel is removed can work begin on removing the ship, either floating it in one piece or cutting it up and towing it away as a wreck. Costa has begun the process for taking bids for the recovery operation, a process that will take two months.
Gabrielli said the actual removal will take from seven to 10 months ? meaning that the wreck will be visible from the coast of the island of Giglio for the entire summer tourism season.
Residents of Giglio have been circulating a petition to demand that officials provide more information on how the full-scale operations can coexist with the important tourism season. At the moment, access to the port for private boats has been banned and all boats must stay at least one mile (1.6 kilometers) from the wrecked ship, affecting access to Giglio's only harbor for fishermen, scuba divers and private boat owners.
"We are really sorry, we would have preferred to save them all. But now other needs and other problems arise," said Franca Melils, a local business owner who is promoting a petition for the tourist season. "It's about us, who work and make a living exclusively from tourism. We don't have factories, we don't have anything else."

Ted Diadiun addressed at length the decision to remove long-time Browns writer Tony Grossi from the team?s beat.? Diadiun?s article is well-written, superficially persuasive, and apparently effective, given the number of emails we?ve received from folks who believe based on Diadiun?s article that the newspaper did the right thing.
But it doesn?t change our opinion that the Plain Dealer cowered to the Browns.? In fact, it strengthens it.
When scrutinizing an employment decision, inconsistencies in the reasons and rationalizations from the employer become extremely important.? The thinking is that, if the employer can?t tell a unified story in support of a supposedly legitimate decision, it?s possible that the employer is trying to conceal potentially illegitimate motives.? Circumstantial evidence also takes on a critical role, since the employer rarely will admit to ordering the Code Red.? Or, perhaps for these purposes, a Code Orange.
And that?s really the ultimate question.? Did the Browns order a Code Orange on Grossi?? Or, more accurately, did the Plain Dealer reassign Grossi because it believed the Browns wanted Grossi out?
Let?s consider the facts, the circumstances, and the inconsistencies.
First, the facts.? Grossi posted on his Twitter page a message that he had intended to keep private.? In the message, Grossi called Browns owner Randy Lerner a ?pathetic figure? and ?the most irrelevant billionaire in the world.?? (Of all the billionaires in the world, technically one of them must be the most irrelevant.)? Grossi immediately deleted the tweet once he realized his mistake.? By then, however, his words had been copied and repeated across the Internet, and it was impossible to unring the bell.
Grossi apologized publicly, the Plain Dealer apologized publicly, and Plain Dealer publisher Terrance C.Z. Egger sent a written apology to the Browns and to Lerner.
Though not addressed in Diadiun?s column, the Browns responded with silence.? Apart from declining to comment in response to inquiries from PFT, the Browns and Lerner refused to take calls from Grossi, and possibly from other officials of the Plain Dealer.? Indeed, Diadiun admits that ?[n]one of the editors involved talked with anyone connected with the team? before making the decision to reassign Grossi.
Diadiun omits reference to the key question of whether the Plain Dealer tried to have such discussions.
Second, the circumstances.? Most significantly, Diadiun admits that Egger personally met with Lerner and team president Mike Holmgren on Wednesday, after the decision was made to reassign Grossi.? The fact that a meeting occurred invites speculation that the Browns cared ? or at a minimum that the Plain Dealer believed the Browns cared ? about the manner in which this situation was handled.
Third, the inconsistencies.? On Thursday, Plain Dealer managing editor Thom Fladung told 92.3 The Fan in Cleveland that the ?determining factor? for the decision was the following standard:? ?Don?t do something that affects your value as a journalist or the value of your newspaper or affects the perception of your value and the perception of that newspaper?s value.?? Fladung also said that Grossi?s opinions would have been permissible if he had posted them not on his Twitter page, but in the pages of the Plain Dealer.? ?Let?s say Tony had written that Randy Lerner?s lack of involvement with the Browns and their resulting disappointing records over the years has made him irrelevant as an owner, that?s defensible,? Fladung said.? ?That?s absolutely defensible.?
But Diadiun?s item contains a contradictory quote from Plain Dealer editor Adam Simmons, who thinks that Grossi?s role as a beat writer precluded him from making the statements about Lerner in any context.? ?If it had been a columnist who wrote that, we might cringe, but that role is different,? Simmons said. ?They?re paid to offer up opinions, however prickly. But we?re not asking them to go out and cover a team in a fair and balanced and objective way, like we are with a reporter.?? (Presumably, Simmons also believes that a columnist could have offered those opinions on his Twitter page, since opinions are fair game for a columnist.)
Complicating matters is Diadiun?s attempt to reconcile the action against Grossi with his First Amendment rights.? Rather that relying on the simple ? and accurate ? notion that employees of a private, for-profit enterprise have no First Amendment rights, Diadiun draws a clumsy line between personal and professional social media.? ?Anyone who works at the paper has the right to say, write or Tweet anything they wish,? Diadiun writes.? ?But they do not have a corresponding right to say it in the newspaper or on the website or on their newspaper Twitter account.? If they do, the editors who are in charge of maintaining the credibility of the newspaper have the right to change their assignment.?
So Fladung says that Grossi could have said what he said in the paper, Simmons says that Grossi couldn?t have said what he said anywhere unless he was a columnist, and Diadiun says that Grossi could have said what he said on his own, personal Twitter page.? And no one says it?s impermissible for Grossi to secretly possess those views, even if those views (as Diadiun writes) undermine his credibility.? Under the newspaper?s view of journalistic ethics, it only becomes a problem when those views are disclosed ? which actually should make Grossi even more credible, since he has openly acknowledged his bias.
The end result is a stew of mixed messages, which invites speculation that the real reason for the move was to maintain a good relationship with the Browns.? Though there continues to be ? and likely never will be ? any evidence that the Browns told the Plain Dealer what the Browns wanted the Plain Dealer to do, some of the loudest and clearest messages can be sent through silence.
When Grossi or others from the Plain Dealer tried to call Lerner and/or Holmgren and they refused to speak, what should a reasonable person conclude?? Moreover, why would a meeting with Lerner and Holmgren even be needed if the Plain Dealer didn?t care about the team?s response to the situation?? If this decision was solely about journalistic standards and the integrity and credibility of Grossi?s coverage in the eyes of the audience given his personal views regarding Lerner, there was no reason to go to Berea and kiss rings and/or smooch butts.
That?s the fundamental disconnect.? The Plain Dealer wants us to believe it engaged in a textbook exercise in ethics while at the same time doing things like writing letters of apology to Lerner and publicly calling Grossi?s words about Lerner insulting and personally meeting with Lerner and Holmgren.
Though the Browns may not have intended to order a Code Orange, we believe that the Plain Dealer believed that it needed to remove Grossi from the beat in order to remain in the good graces of the Browns.? And we?d have far more (or, as the case may be, any) respect for this decision if the Plain Dealer would simply admit that which upon inspection of the facts, the circumstances, and the inconsistencies seems obvious.

CAIRO (Reuters) ? An Egyptian activist who became a symbol of resistance to the army's trials of civilians said Saturday he would not be silenced and denounced the army for detaining and mistreating "prisoners of conscience."
Maikel Nabil has been jailed twice since President Hosni Mubarak was toppled from power last February on charges of defaming the army, but was pardoned by the head of the ruling army council earlier this month along with almost 2,000 others.
In his first public appearance since his release from military jail, the 25-year-old said the army had tortured him in prison but he remained defiant.
"We cannot be silent about any violation against us," said Nabil, whose staged a hunger strike during his imprisonment.
Nabil, a Coptic Christian by birth, was jailed after using his blog (www.maikelnabil.com) to accuse the army of attempting to quell the uprising against Mubarak. At the time, most Egyptians saw the army as a neutral force, admired for their role in defending the nation, in contrast to the hated police.
But many Egyptians have since been horrified by images of soldiers dragging, beating and firing tear gas at protesters who were demanding a swift end to military rule.
Nabil said that during his detention he was given drugs that blurred his mind and was also kept in a psychiatric hospital for some of the time, despite being mentally sound.
"This was a tactic to affect my psychological state, to create a kind of hysteria and panic," Nabil told a news conference in Cairo. "It is unthinkable that such tactics are used in 2011."
He said he was confined for some of the time in a cell one meter by one meter in which a lamp continually flickered.
Army sources could not be immediately reached to respond to Nabil's comments.
The rights group 'No To Military Trials' estimates 12,000 people have been referred to military courts since Mubarak's fall, many more than in the whole of Mubarak's 30-year rule when security courts were the favored venue for emergency trials.
When he appeared before a military court, Nabil said he was barred from calling witnesses. He said he had received messages of support from junior army officers who opposed the army's crackdown on dissent, but did not give details.
Nabil described seeing two prisoners being stripped naked and beaten. "It was the first torture incident I witnessed with my own eyes," he said.
It was not possible to independently confirm his account.
Generals who have ruled Egypt since Mubarak's fall have pledged to hand over to civilian rule by July. They routinely deny charges of abuses or of trying anyone because of their opinions.
International rights groups have accused the army of using heavy-handed tactics, reminiscent of techniques use during Mubarak's era, to stifle dissent.

PARK CITY, Utah (AP) ? Bradley Cooper and Zoe Saldana came to the Sundance Film Festival to promote their closing-night film, "The Words."
The two actors play a married couple in the movie, which follows an aspiring writer who gains fame when he finds an old manuscript and passes it off as his own.
The pair avoided any appearance of their reported off-screen romance by staying apart from one another while posing for photos and giving interviews to support the film. Saldana did affectionately touch Cooper as they passed in a hallway, though.
Both had been to Sundance before, where snow fell throughout the festival and the weather dipped into the teens. Still, Saldana maintained her fashionista edge.
"I did bring warm stuff but I also brought fashion-y stuff. Come on. You've got to pay the price, even if it's too cold," she said.
The 33-year-old actress wore green suede shoes with spiked stiletto heels despite the slushy conditions.
"They're kind of fabulous. They're also lethal. So I have to be really careful, and somebody has to be careful not to piss me off," she said with a smile. "Yeah right. I'm just trying not to fall. It's like 'Please don't fall. Please don't fall,' if I'm walking."
Cooper's first time at the festival was 12 years earlier with the eventual cult comedy hit "Wet Hot American Summer."
"I wasn't even able to get into the screening," he recalled.
Saldana said playing Cooper's wife in "The Words" made her think about how she approaches relationships and the concept of unconditional love.
"Like how unconditional am I when I'm in love. Do you bypass certain things? Would I be able to be with a man ? or with someone ? that feels incomplete, doesn't matter what we do?" she said. "If we change this, if we get married, if we have a baby ? just someone that feels incomplete. Would I be able to deal with that for so many years and accept them as who they are and go, 'Come as you are. This is who I fell in love with and I don't want to change you?'
"I'm not like that, which is why I wanted to play her, because it was a challenge, you know. Look at me, I totally said I'm not unconditional at all. So awful."
Cooper's part as author-plagiarist Rory Jansen is his second writerly role after playing a novelist in last year's "Limitless." But that's just coincidence, he said. Despite having a degree in English, the 37-year-old actor says he typically only writes in his "girlnal."
"Journal, sorry," he said. "That's a 'Wet Hot' reference. Paul Rudd says that."
Saldana, meanwhile, is in the midst of shooting the "Star Trek" sequel in Los Angeles with director J.J. Abrams and much of the original's cast.
"It's wonderful because I've been dying to work with the cast again, to work with JJ," she said. "I love him so much. He's such an amazing human being and such an amazing storyteller and a great director, so what more can I ask for? I start the year and I'm literally going back to a very familiar environment and being a part of a great story."
"The Words," which also stars Dennis Quaid, Jeremy Irons, Ben Barnes and Olivia Wilde, premiered Friday. It was acquired early in the festival by CBS Films, which plans to release it theatrically in the fall. Sundance continues through Sunday.

ST. LOUIS (Reuters) ? Thousands of people lined the streets of downtown St. Louis on Saturday cheering on marchers in a parade honoring veterans of America's wars in Iraq and Afghanistan, the nation's first major welcome to soldiers since the end of the Iraq War.
Crowds of parade-goers stretched a mile through the center of the city on a crisp winter's day, many waving American flags, with the metallic Gateway Arch glistening in the background in an event reminiscent of parades following World War One and World War Two.
"I'm just loving it," said Staff Sergeant Chris Green, 35, who volunteered for the Missouri National Guard two months after the September 11, 2001, attacks on New York and Washington and was part of the 2003 U.S.-led invasion of Iraq.
"When I heard this was happening I was choked up to say the least," Green said. "With the president cutting back (on the military), for Missouri to pull this together despite everything is just outstanding, absolutely outstanding."
While the invasion of Iraq quickly toppled Saddam Hussein, the country descended into sectarian violence and an occupation that dragged on for nearly nine years before the last U.S. forces pulled out in December.
For President Barack Obama, the military pullout fulfilled an election promise to bring troops home from a conflict he inherited from his predecessor that evolved into the most unpopular U.S. war since Vietnam.
There have been no major pomp-and-circumstance homecoming events for the returning veterans save for scattered small events since the last U.S. troops left Iraq, including a speech by Obama at Fort Bragg, North Carolina, thanking veterans for their service.
Some have been hesitant to hold parades while troops remain in Afghanistan.
OUTPOURING OF VOLUNTEERS
Saturday's parade was organized through social media by a coalition of veteran groups, private citizens and local officials.
"We got an outpouring of volunteers who wanted to do something for all the vets," organizer Chris Kuban said.
St. Louis police did not provide a crowd estimate, but the streets appeared crowded with thousands of marchers and spectators.
Thousands of marchers participated in the parade itself, which had 93 floats, 500 motorcycles, veterans from the most recent Iraq and Afghanistan wars, the 1991 invasion of Iraq, and Vietnam, as well as family members, high school bands and the hometown Budweiser Clydesdales.
Along the parade route, the crowd clapped and cheered, standing eight or more deep in spots, shouting "Welcome home," "Thank you" and "We love you."
About 4,500 U.S. troops were killed in Iraq, and the occupation was marred by the Abu Ghraib prison scandal and the killing of civilians by troops or private security contractors.
Thousands of Iraqi troops also died in the war as did thousands of Iraqi security forces in the chaotic years following the invasion, along with more than 100,000 civilians.
Many of the spectators on Saturday were Vietnam vets, including James Beaumont, 61, of St. Louis, who said he would have liked to have had a parade when he returned home.
"A parade would have been nice but right now I'm a Vietnam vet who needs a job," he said. "The VA ( U.S. Veterans Administration) is no good and I'm living with my damn uncle until I can get on Social Security."
Richard Pfeifer, 62, of Ballwin, Missouri, said that while not a veteran, he wanted to show his appreciation of the Iraq War vets.
"I'm very proud of what we have accomplished and I know how hard it was for the Vietnam vets," he said.
The ceremonies began Friday night at the Soldiers' Memorial near the Gateway Arch. There, volunteers read through the cold night the names of more than 6,000 U.S. service men and women killed in the wars since the September 11 attacks.
Supporters of the Iraq invasion cited in part a threat that Iraq possessed weapons of mass destruction. But none were recovered, leading to increasing criticism of the war.

The U.S. economy perked up late last year as hiring accelerated?and factories ramped up production.?Unfortunately, a lot of what those factories made is still sitting in warehouses and on store shelves.
That doesn?t bode well for growth in the coming months. ?
At first blush, the numbers posted by the Commerce Department for gross domestic product in the last three months of 2011 looked strong. Overall growth advanced by 2.8 percent on an annual basis, a little weaker than economists had expected based on a series of other positive economic reports. That was much better than the 1.8 percent pace in the third quarter and the best showing since the second quarter of 2010.
But much of the fourth quarter growth came from businesses restocking inventories, which swelled by $56.0 billion, adding nearly 2 percentage points to GDP growth. The so-called ?final sales? number, which tracks how much was actually sold, rose a meager 0.8 percent.
?The pickup in GDP growth doesn't look half as good when you realize that most of it was due to inventory accumulation," said Paul Ashworth, chief U.S. economist at Capital Economics. ?Despite the apparent improvement in some of the incoming economic data, it still looks like ... another disappointing year."
Ashworth is among a number of private economists who see the fourth quarter growth spurt easing this year. He expects to see U.S. GDP advance by just 1.5 percent in 2012.
Federal Reserve officials echoed that prediction this week, though they?re?a bit more optimistic. The central bank is looking for growth of 2.7 percent in 2012, but the latest forecast was trimmed by two-tenths of a percentage point. The Fed expects unemployment to drop as low as 8.2 percent by the end of the year.
Vote: Will the economy continue to accelerate?
The lowered growth forecast prompted central bankers to extend their pledge to keep interest rates at or near zero for another year; they now expect to hold rates at rock bottom until at least 2014 to try to encourage businesses and consumers to borrow and spend more money.
Business investment slowed sharply in the fourth quarter after heavy spending earlier last year.
Consumers continued to do their part; consumer spending grew at a 2 percent annual rate, up a bit from the third quarter. Car sales zoomed ahead as the average age of the cars and light trucks on the road hit record levels. The replacement of those worn-out vehicles helped boost car sales by 14.8 percent.
Consumers are feeling a bit better about the outlook for the economy. A separate report Friday showed the University of Michigan consumer sentiment index edging up for the fourth straight month. But the level of confidence remains weak.
?Despite the rise, this and other confidence measures remain in recession territory due to global sovereign debt fear, Congressional dysfunction, and high food and energy prices,? said economist Mike Englund at Action Economics
Consumers have also fallen back on car loans and credit cards to maintain their spending.?Consumer borrowing jumped by $20.4 billion in November, the Federal Reserve said Monday. That was the third straight increase and the largest monthly gain in a decade. Consumers have boosted borrowing in 13 of the past 14 months.
The gradual improvement in the job market may explain some of the rise in borrowing. But many households are also leaning harder on debt because their wages are rising as fast as the price of the goods and services they need to buy.

Personal incomes rose at an 0.8 percent annual rate, according to Friday?s GDP report, after falling for the last two quarters. Consumer prices are climbing at an annual rate of 3 percent, according to the latest government data.
Much of that spending appears to represent people buying goods, not services. That's a sign that households are sticking to necessities, according to Joel Naroff, chief economist at Naroff Economic Advisors.
?The clearest sign that households remain cautious was in services spending,? he said. ?This is the largest component of consumer demand and it fairly budged.? People are not yet comfortable buying the little luxuries in life.?
With consumers tapped out and cautious, the economy faces other headwinds in the coming year. The housing industry remains stuck in the worst recession since the 1930s. A separate report Friday showed that the pace of new home sales fell in December, making 2011 the worst sales year since the Commerce Department first began collecting the data in 1963. Sales in December fell to a seasonally adjusted annual pace of 307,000 ? less than half the 700,000 that economists say represents a healthy pace.
Slack sales have forced builders to slash prices, which has kept many would-be buyers on the fence until they see signs that the market has bottomed. The median sales prices for new homes dropped in December by 2.5 percent to $210,300.
Though ultra-low mortgage rates have made home buying more affordable than it has been in decades, mortgage bankers remain very choosy about to whom they?ll lend. Some 12 million potential ?move-up? buyers are stuck with mortgages that are bigger than their homes are worth.
Growth in the fourth quarter was also held back by big cuts in government spending, which lopped 0.9 percent from fourth-quarter GDP.? That belt-tightening will likely continue.

WASHINGTON (Reuters) ? It has only been a few days since the Federal Reserve adopted a formal goal for inflation, and already policymakers are missing their target.
The U.S. central bank's preferred measure of inflation sank to its lowest level in more than a year in the fourth quarter, data showed on Friday.
Growth in the government's personal consumption expenditure index, which the Fed now targets at 2.0 percent, dropped to a 0.7 percent annual rate, about a third of its pace during the previous three months.
Of course, the Fed aims to hit its target over the longer run and will be willing to look through often volatile food and energy prices.
But even stripping those costs out, the inflation rate fell sharply to 1.1 percent over the past three months, a potentially troubling sign that the trend is not the Fed's friend.
With unemployment still at an elevated 8.5 percent, Friday's data could buttress the case within the central bank for taking new action to boost the economy.
"Clearly, much work remains to achieve the Fed's dual mandate of maximum sustainable employment in the context of price stability," said New York Fed President William Dudley, who has hinted he supports doing more to lower borrowing costs.
"Inflation has retreated and may be headed down further," Dudley told reporters on Friday.
PRIMING THE MONEY PUMP
The Fed's policy-setting committee is divided between officials who want to pump more money into the economy and others known as hawks who worry inflation could get out of hand.
Currently, many investors think the Fed will try to lower borrowing costs further this year through "quantitative easing," which entails purchasing securities on the market in order to bring down interest rates for mortgages and business loans.
Economists at 12 of 18 primary dealers, the large financial institutions that do business directly with the Fed, said the central bank would do further quantitative easing, a Reuters poll showed. The poll was conducted after Federal Reserve Chairman Ben Bernanke's news conference on Wednesday.
If that happens, this would amount to "QE3" or the Fed's third round of quantitative easing since November 2008 when its first QE program was launched about two months after Lehman Brothers collapsed, during the depths of the financial crisis.
The inflation reading "very much supports the idea from the non-hawkish core of the committee that inflation has a downward trajectory right now," said Michael Hanson, an economist at Bank of America Merrill Lynch.
Still, some temporary factors likely pushed inflation numbers lower during the fourth quarter, which could keep officials from rushing into more monetary stimulus.
Prices for durable goods fell at a 2.7 percent annual rate, which analysts attributed to automakers recovering from supply- chain disruptions created by an earthquake in Japan in March.
That suggests while inflation is well below the Fed's target, the economy does not appear poised to slip into deflation, a debilitating spiral of falling prices and wages. Fears of deflation were a major justification for a $600 billion quantitative easing program in late 2010.
"This isn't really deflationary," Paul Ashworth, economist at Capital Economics in Toronto, said of the price data.
Nonetheless, the sharp easing in inflation potentially gives the Fed more room to ramp up efforts to boost employment. The PCE price index will likely rise just 1.4 percent this year, said Jeff Greenberg, an economist at Nomura in New York.
The jobless rate, however, remains several percentage points higher than where most Fed officials would prefer it to be, even though it has fallen in recent months. In December, it stood at 8.5 percent.
With this in mind, both Greenberg and Ashworth expect the Fed will launch a new bond-buying program by mid-year.
One factor that could force policymakers to spring to action more quickly is a possible worsening of Europe's banking crisis, which could drag large U.S. financial institutions into a rut and trigger a new credit crunch.

NEW YORK ? The son of New York City's police commissioner, also a co-host of a popular New York City morning television show, has been accused of sexually assaulting a woman, a person familiar with the investigation said Thursday.
Greg Kelly, 43, was absent Thursday morning from his job as anchor of "Good Day New York" and through a lawyer denied the allegations.
The woman said she had drinks with him on Oct. 8, then went back to her office, where she was assaulted, the person familiar with the case told The Associated Press.
She went to police Tuesday, according to the person, who was not authorized to speak publicly and did so on condition of anonymity. It's not clear why she went to police weeks later or how long they knew each other before the encounter, though she said they had met on the street at some point.
Police spoke to the woman but turned the case quickly over to the Manhattan district attorney's office because of the potential conflict of interest in investigating the son of Police Commissioner Raymond Kelly, the person said.
Kelly, a former Fox News correspondent, is cooperating with the investigation, his lawyer, Andrew Lankler, said in an emailed statement.
Greg Kelly "strenuously denies any wrongdoing of any kind," Lankler said. "We know that the district attorney's investigation will prove Mr. Kelly's innocence." The lawyer didn't respond to questions about the focus of the investigation.
Lew Leone, the general manager of the local Fox station, said, "Greg Kelly has requested some time off." He did not elaborate.
The commissioner was recently made aware of an accusation against his son by an unknown man believed to be the accuser's boyfriend. The man approached the elder Kelly at a public event, chief police spokesman Paul Browne said.
"He said, `Your son ruined my girlfriend's life,'" Browne said. "The commissioner said, `Well, what do you mean?' He said he didn't want to talk about it here so the commissioner told him to send a letter."
Browne wasn't sure whether the letter was ever sent. He said he could not comment on the investigation because of the potential conflict of interest and referred inquiries to the district attorney's office, which declined to comment.
Mayor Michael Bloomberg said Thursday at an unrelated event that the police department did the right thing by turning information over to the district attorney.
Kelly joined Fox News in 2002. He covered the Iraq War, including four assignments in Baghdad, and was the White House correspondent from 2005-2007, according to his biography on WNYW's website.
In 2007, the television show "Extra" identified Kelly as the most eligible anchorman on TV. The show's website said Kelly "has enough heart and courage to make any woman swoon."
He's been involved in an ongoing feud with Joel McHale, host of "The Soup" on E! Entertainment. The show plays clips from television shows to poke fun at people, and McHale has frequently targeted Kelly and "Good Day New York."
One clip noted his sullen response to partner Rosanna Scotto the morning after a loss by the NFL's New York Jets, another showed Kelly playing disco music on his laptop coming off a commercial.
Kelly struck back last Halloween by showing up on "Good Day New York" in a McHale costume and making fun of "The Soup."
Earlier in his career, Kelly covered politics for local cable news channel New York 1 and was an anchor and reporter for NewsChannel 34, an ABC and NBC affiliate in Binghamton, N.Y., his biography said.
He also served for nearly a decade in the Marine Corps and is now a lieutenant colonel in its reserves.
Raymond Kelly has been police commissioner since 2002. He also served as commissioner in the 1990s.

SANTA FE, N.M. ? Republican Gov. Susana Martinez and her allies face a tough first test in the Legislature over their proposal to stop New Mexico from granting driver's licenses to illegal immigrants.
The House Labor and Human Resources Committee is to consider the governor's proposal Thursday and it's expected to encounter strong opposition at the first hearing on the issue during this year's legislative session.
The panel's five Democrats, who account for a majority of the votes, opposed a similar bill last year that passed the House but failed later in the Senate.
The legislation will prohibit the state from granting licenses to illegal immigrants. However, it continues to allow licenses for foreign nationals in the country legally, such as students with visa.
New Mexico and Washington are the only states that allow illegal immigrants to obtain the same driver's license as a U.S. citizen. Utah grants immigrants a driving permit that can't be used for identification, unlike a driver's license that helps people open bank accounts and make financial transactions or board a commercial airliner.
Martinez contends that New Mexico's license system is subject to widespread fraud. The state has brought charges against several fraud rings, in which brokers were paid to supplement fraudulent documents for foreign nationals from Poland, China, Mexico and other countries.
A review of license data by The Associated Press found that dozens of addresses ? including some for businesses such as a smoke shop ? have been used over and over again by immigrants to get a driver's license. The pattern suggests people are abusing the state's licensing system.
"The governor stands with New Mexicans in saying that this is a dangerous law that threatens public safety in New Mexico, and just as more than a dozen other states have done, it needs to be repealed," Scott Darnell, a spokesman for the governor, said before the hearing.
"Only two states in the country offer a driver's license to illegal immigrants, and this has generated an industry of fraud, trafficking, and organized crime in New Mexico, as people from all throughout the world have come to our state for the purpose of fraudulently obtaining our government-issued ID and leaving the state ? to places, and for purposes, that are unknown."
Supporters of the current policy contend the state doesn't need to repeal its law to deal with potential fraud and they say a driver's license is vital to the immigrant community living and working in New Mexico, some of whom have been here for years and have U.S.-born children.
"It's disingenuous to suggest that fraud will go away if New Mexico repeals the current driver's license law. Fraud exists in many of the states that don't provide driver's licenses to undocumented immigrants," Marcela Diaz, executive director of an immigrant rights group, Somos un Pueblo Unido, said in a recent interview.
Diaz contends fraud is limited to a small portion of immigrant licenses. Democrats in the Senate took a similar position after the AP's report on Wednesday.
"This issue has drawn national attention and it has made one thing very clear: The current law must be strengthened to include provisions that clearly address the flaws. Repealing the law and forcing a fraction of the driving population to go without proper licensing, registration or insurance puts New Mexican families at risk," the Senate Democratic caucus said in a written statement.
The AP identified 170 addresses in New Mexico at which 10 or more licenses have been issued to different foreign nationals from 2003 through August 2011. Those account for 2,662 licenses ? representing nearly 3 percent of the total issued to foreign nationals during that period. The AP limited its analysis to addresses with a high number of licenses to try to get an indication of the extent of possible fraud. Large families or frequent tenant turnover at rental property are among the legitimate reasons why there are addresses with fewer than 10 licenses over a period of time.
Democrats who oppose the governor's proposal are pushing alternatives. The Senate approved a Democratic-backed measure last year that would have increased penalties on license fraud, required fingerprinting of immigrants seeking a license and canceled current licenses of foreign nationals that weren't renewed within two years ? allowing the state to verify whether a foreign national remained a New Mexico resident.
New Mexico changed its law in 2003 to grant driver's licenses to anyone without a Social Security number, which are unavailable to people living illegally in the country. More than 90,000 licenses have been issued to immigrants, and state officials speculate that most of those have gone to illegal immigrants. However, it's impossible to know for certain because license applicants aren't asked about their immigration status.
