If you've been wondering just when you'll be able to get Europe's hottest smartphone from last year, wonder no more: tonight the Samsung Galaxy S II was formally (and finally) announced for US release. Sprint, T-Mobile, and AT&T all will be receiving variants, with the first two getting a 4.5-inch Super AMOLED Plus display, the AT&T unit being stuck with the same 4.3-inch display as the earlier GS II. In fact, the AT&T model looks indistinguishable from the European version that we compared it against, while the other two look a bit different.

Sprint's model, aka the Epic 4G Touch, has that larger 4.5-inch screen, plus a slightly more rounded profile than the AT&T model. The T-Mobile version, meanwhile, is the most rounded of the three, but otherwise we were hard-pressed to find any differences between 'em, as you can see in the video below. All are powered by 1.2GHz dual-core processors, 16GB of storage, eight megapixel webcams on the back, batteries that are said to be at least 10 percent larger than the previous version, and "4G" wireless -- either in the form of HSPA+ or WiMAX.

Only Sprint has announced formal pricing and availability, September 16th for $199, while the others will be available in the always ambiguous "soon."

Update: We got curious about those battery sizes and popped the backs off the two phones that we could get our hands on. The AT&T model has the exact same battery size as the European Galaxy S II (6.11Wh), while the Sprint version is indeed about 10 percent larger (6.66Wh). We presume the T-Mob one is bigger too, but that's locked up. In a box.

Irene forecasts on track; not up to speed on wind

(AP) ? Hurricane Irene was no mystery to forecasters. They knew where it was going. But what it would do when it got there was another matter.

Predicting a storm's strength still baffles meteorologists. Every giant step in figuring out the path highlights how little progress they've made on another crucial question: How strong?

Irene made landfall Saturday morning at Cape Lookout, N.C. ? a bull's-eye in the field of weather forecasts. It hit where forecasters said it would and followed the track they had been warning about for days.

"People see that and assume we can predict everything," National Hurricane Center senior forecaster Richard Pasch said.

But when Irene struck, the storm did not stick with the forecast's predicted major hurricane strength winds.

"It's frustrating when people take our forecasts verbatim and say, 'This is where it's going to be at this time and this is how strong it's going to be,'" Pasch said. "Because even though the track is good it's not certain."

But it's getting there.

By Monday night, five days before Irene first hit the East Coast, the hurricane center figured the storm would come ashore around the North Carolina-South Carolina border. By Tuesday night, they predicted it would rake the coast. And on Friday morning ? 24 hours before landfall ? they had the storm's next day location to within 10 miles or so.

Twenty years ago, 24-hour forecasts were lucky if they got it right within 100 miles and the average 36-hour forecast within 146 miles. With Irene, that was about the accuracy of the five-day forecast.

"This is a gold medal forecast," retired hurricane center director Max Mayfield said. "I don't think there's any doubt: I think they saved lives."

The current director, Bill Read, tried not to sound boastful: "In the big picture of things, it looks like it panned out very well."

There are two reasons for the steady improvement in forecasts: Better computer models and better data to go into those models. With Irene, the National Oceanic and Atmospheric Administration spent extra money with jet flights and weather balloons across the country to get far more data than usual and it paid off in even better forecasts, Mayfield said.

Irene also was the type of storm that chugs off of Africa that is pretty simple to forecast accurately, said Georgia Tech meteorology professor Judith Curry, who makes private forecasts for energy interests with her firm Climate Forecast Applications Network.

Storms in the Gulf of Mexico are much more fickle, with weaker and less obvious steering currents. In 1985, Hurricane Elena caused evacuation chaos as it threatened to hit western Florida twice, but never did so.

On the negative side, the forecast after Irene hit the Bahamas had it staying as a Category 3 and possibly increasing to a Category 4. But it weakened and hit as a Category 1 storm and stayed that way up the coast until it faded into a tropical storm by the time it reached New York City. It lost strength as it moved north over land and cooler water.

Read said they will go back and figure out what happened, but noted they have made huge strides in projecting where a hurricane will hit. In past storms, they would have issued warnings for Florida, Georgia and South Carolina, but there were no evacuations there for Irene.

"We're not completely sure how the interplay of various features is causing the strength of a storm to change," Read said.

One theory is that a storm's strength is dependent on the storm's inner core. Irene never had a classic, fully formed eye wall ? even going through the Bahamas as a Category 3.

"Why it did that, we don't know," Read said. "That's a gap in the science."

Georgia Tech's Curry said one of the main problems is that the giant global computer models that do so well forecasting the track require large scale data. The keys to intensity changes are usually too small for big computer models, she said.

Mayfield says what's needed is better real-time, small-scale information, like Doppler radar. NOAA used old propeller planes to take Doppler radar data inside Irene, but the information will be used to design better intensity forecasts in the future, he said.

And when it comes to damage from Irene, the problem wasn't wind strength, but storm surge and flooding, which was the message from forecasters all week long.

Given that the accuracy of forecasting intensity has not changed much at all in 20 years, Keith Seitter, executive director of the American Meteorological Society, said he thought the strength forecast was pretty good.

Typhoon hits Taiwan after pummeling Philippines (AP)

TAIPEI, Taiwan ? Typhoon Nanmadol slammed into Taiwan on Monday, unleashing heavy winds and torrential downpours that closed schools and offices and prompted the evacuation of thousands of people in the landslide-prone south.

Nanmadol made landfall just before daybreak in Taitung county in the remote southeast and headed toward heavily populated coastal areas on the west coast. It had winds of 68 mph (108 kph), down from earlier peaks almost twice that high.

It hit Taiwan after claiming at least 12 lives in the Philippines, and leaving another nine people missing. It was expected to pass about 130 miles (200 kilometers) south of Taiwan's capital, Taipei, before heading for the Taiwan Strait and the eastern coast of China.

As of 10 a.m. (0200 GMT), many domestic flights had been canceled, and officials with Taiwan's high speed rail network, which serves heavily populated areas along the west coast, were weighing a suspension of services. The storm had dumped almost 20 inches (half a meter) of rain in the mountainous south, where vulnerability to catastrophic landslides led to the evacuation of some 8,000 people.

According to the website of Taipei's main international airport, almost all overseas flights were operating normally.

With its enormous cloud band, the slow moving typhoon drenched the northern part of the Philippines with rain for days before pummeling the area with fierce winds, setting off landslides and floods and knocking down walls, the cause of the majority of casualties in that country, said Benito Ramos, who heads the Office of Civil Defense.

In Taiwan, the area most severely affected by the early phase of the storm was Pingtung county in the southwest, where civil defense crews used small boats to rescue people from rural communities inundated by flash flooding.

Pingtung is just to the south of the mountainous regions where more than 500 people died two years ago in mudslides spawned by torrential rains associated with Typhoon Morakot, the most devastating storm to hit the island in half a century.

A slow government response to that catastrophe prompted a fusillade of criticism aimed at President Ma Ying-jeou, who is up for re-election this January.

In the immediate wake of Morakot, Ma announced that he was reorienting the major mission of the island's armed forces away from defending against a possible Chinese invasion ? the two sides split amid civil war in 1949 ? and toward disaster relief. That was evident over the course of the weekend, as the military dispatched troops and rescue equipment to vulnerable areas, unlike during Morakot.

UN concerned about Iraq strength before US exit (AP)

BAGHDAD ? The U.N.'s outgoing top diplomat in Iraq on Sunday said the government in Baghdad must determine whether its security forces are strong enough to thwart violence before requiring U.S. troops to leave at the end of the year.

In his last interview after two years in Baghdad, U.N. envoy Ad Melkert said Iraqi security forces have made "clear improvements" but declined to say if he thinks they are ready to protect the country without help from the American military.

"It's up to the government, really, to assess if it is enough to deal with the risks that are still around," Melkert said in a wide-ranging interview with The Associated Press on the eve of his departure Monday.

"Obviously, security remains a very important issue."

The U.S. and Iraqi governments are negotiating how many American troops might stay, and what role they would play, in a mission that has already lasted more than eight years. A 2008 security agreement between Baghdad and Washington requires all U.S. troops to be out of Iraq by Dec. 31, but the country's shaky security situation and vulnerability to Iranian influence has prompted politicians on both sides to buck widespread public disapproval and reconsider the deadline.

Violence has dropped dramatically across Iraq from just a few years ago, but deadly attacks still happen nearly every day. A pair of bombs killed two people on Sunday and wounded five in Shiite Muslim neighborhoods in Baghdad, including one that was hidden on a civilian's car.

Chief among the U.N.'s concerns about security are tensions between Arabs and Kurds over disputed land in Iraq's north.

Some analysts have predicted that the tensions could lead to civil war if the years-long dispute isn't settled and security forces are unable to contain violence there.

To keep tensions from boiling over, Melkert said joint Arab-Kurdish security forces in the swath of disputed lands must continue to work together if the Americans leave. The joint force was designed by the U.S. military, which fears it will dissolve without their hands-on guidance.

Melkert said he believes the joint force will remain intact, calling it "extremely important" during work to parcel out the swath of disputed territory in Ninevah, Tamim and Diyala provinces, with the city of Kirkuk at the center.

"You cannot eternally have disputed areas, because sooner or later there will be interests to abuse the unresolved nature of the situation," Melkert said. "But it needs to be done, of course, in a more stable environment, and I believe these joint coordination centers, joint checkpoints, can play an important role in providing that stability."

Last year, soon-to-be Army chief Gen. Ray Odierno, who was then commanding U.S. forces in Iraq, suggested that U.N. peacekeepers could continue to mentor the Arab-Kurd forces if American troops leave.

Melkert all but ruled that out. "There's certainly no talk of any U.N. peacekeeping efforts," he said.

In an interview after Melkert's comments, Brig. Gen. Sherko Fatih, commander of Iraqi army troops in Kirkuk, cited "harsh arguments and friction" between Arab and Kurdish soldiers that led him to ask to close joint checkpoints there. He said his request was denied.

"Neither are independent, and the trust is not there between them," Fatih said of the ethnically split troops. "Therefore, the U.S. withdrawal will have fearful consequences."

A senior spokesman for the Kurdish forces known as peshmerga said American advisers largely stopped overseeing the joint troops three months ago. He predicted the Kurdish-Arab force would remain in place in at least 22 checkpoints across the disputed lands.

"These checkpoints will keep on its joint work even after the departure of U.S troops," peshmerga spokesman Jabbar Yawar said.

A decision on whether U.S. troops will remain is not expected for several weeks at least, and the American military is already starting to pack up to leave. About 46,000 U.S. troops currently are in Iraq. The White House has offered to keep up to 10,000 there.

Melkert also met Sunday with Prime Minister Nouri al-Maliki, who issued a statement praising the envoy's work. Al-Maliki said Melkert affirmed U.N. support of Baghdad's push to transfer several thousand Iranian exiles who live in a remote desert camp out of the country by the end of the year.

The residents of Camp Ashraf are a resistance group to Tehran's clerical regime. They have been a thorn in al-Maliki's side as he tried to bolster ties with Iran.

The Ashraf residents do not want to leave, however, and it's not known where they could go. It's not clear if they are considered refugees with a protected status under international treaties.

Melkert did not discuss Camp Ashraf during the AP interview.

    Aerobic exercise bests resistance training at burning belly fat

    ScienceDaily (Aug. 25, 2011) ? Aerobic exercise is your best bet when it comes to losing that dreaded belly fat, a new study finds. When Duke University Medical Center researchers conducted a head-to-head comparison of aerobic exercise, resistance training, and a combination of the two, they found aerobic exercise to be the most efficient and most effective way to lose the belly fat that's most damaging to your health.

    This isn't the fat that lies just under your skin and causes the dreaded muffin top. Belly or abdominal fat -- known in scientific communities as visceral fat and liver fat -- is located deep within the abdominal cavity and fills the spaces between internal organs. It's been associated with increased risk for heart disease, diabetes, and certain kinds of cancer.

    "When it comes to increased health risks, where fat is deposited in the body is more important than how much fat you have," says Duke exercise physiologist Cris Slentz, Ph.D., lead author of the study published in the American Journal of Physiology. "Our study sought to identify the most effective form of exercise to get rid of that unhealthy fat."

    The Duke study showed aerobic training significantly reduced visceral fat and liver fat, the culprit in nonalcoholic fatty liver disease. Aerobic exercise also did a better job than resistance training at improving fasting insulin resistance, and reducing liver enzymes and fasting triglyceride levels. All are known risk factors for diabetes and heart disease.

    Resistance training achieved no significant reductions in visceral fat, liver fat, liver enzyme levels or improvements in insulin resistance. The combination of aerobic with resistance training achieved results similar to aerobic training alone.

    "Resistance training is great for improving strength and increasing lean body mass," says Slentz. "But if you are overweight, which two thirds of the population is, and you want to lose belly fat, aerobic exercise is the better choice because it burns more calories." Aerobic training burned 67% more calories in the study when compared to resistance training.

    The eight-month study followed 196 overweight, sedentary adults (ages 18-70) who were randomized to one of three groups: aerobic training; resistance training or a combination of the two. The aerobic group performed exercises equivalent to 12 miles of jogging per week at 80% maximum heart rate. The resistance group performed three sets of 8 -- 12 repetitions three times per week. All programs were closely supervised and monitored to ensure maximum effort in participation.

    While the training programs were rigorous and substantial, Slentz says their previous research leads him to believe similar results could be achieved with a more moderate aerobic exercise program.

    "What really counts is how much exercise you do, how many miles you walk and how many calories you burn," he says. "If you choose to work at a lower aerobic intensity, it will simply take longer to burn the same amount of unhealthy fat."

    I am looking to buy a home (my first). My sister just said something about "signing a contract with the realtor" however the realtor I?ve been in communication with hasn?t brought that up. Does one always sign a contract with a realtor? What does it cover? For whose benefit is this, mine or the realtor?s? Is this common practice?

    I?d like to get some background information on it before discussing it with my realtor, if I can ascertain that this is a valid, common practice,

    It is more and more common, but not at all typical for a buyer?s agent to have a buyer sign a "Buyer?s Broker Agreement". The contract basically says that if you buy real estate in the next "X" months you agree to do it through thte agent so they can make a commission. Since you are committing to them then they will commit to you and spend hours and hours running around and showing you all kinds of property.

    I have been working with buyers for over 10 years and have never asked someone to sign one. I think that it suits me better to develop a relationship with my clients. I have not had a problem with clients leaving me ? but that may be an issue for other agents. Some agents use these agreements only for those clients they "get a feeling about" in order to avoid getting taken advantage of.

    PFT: Bradford, Rams don't look sharp

    Although the NFL publicly has claimed that the five-game suspension of former Ohio State quarterback Terrelle Pryor does not represent the first step in an effort by the NFL to help the NCAA enforce its eligibility rules, the private communication from Commissioner Roger Goodell to Pryor makes clear the league?s belief that NCAA rules violations can, and should, jeopardize NFL eligibility.

    In Goodell?s letter of August 18, 2011 to Pryor, a copy of which PFT has obtained, Goodell outlines the facts relating to Pryor?s NCAA rules violations, and regarding Pryor?s decision to leave school, hire an agent, and enter the NFL?s supplemental draft.

    ?I do not believe that a player who has affirmatively acted contrary to NCAA rules should automatically and immediately be deemed eligible to pursue a potentially lucrative career in the NFL,? Goodell writes.? ?Doing so would be inconsistent with common-sense notions of accountability and personal responsibility, and distorts our own eligibility principles.? Accordingly, I believe that it would be entirely appropriate to find you ineligible for the Supplemental Draft, and to require you to defer entry into the NFL until the regular April 2012 College Draft.?

    Though Goodell then softened his position to mirror the five-game suspension that was imposed by Ohio State late last year on Pryor, the link between the sanction and Pryor?s NCAA violations is clear.? Goodell even cites ?the NFL?s historic support for college football? in explaining the decision.

    And so, while the league insists that the Pryor suspension sets no precedent, the letter provides a window into Goodell?s mind regarding the issue of NCAA violations.? That belief will continue to be a factor in any similar cases that land on Goodell?s desk.

    Whether or not this constitutes a ?precedent? is a matter of semantics.? The NFL, under Goodell, believes that the ?historic support for college football? includes erecting barriers to entering the NFL when players have violated NCAA rules.? The NFL, under Goodell, should thus be expected to adopt a similar attitude and mindset in the future, regardless of whether violations were uncovered before or after the player joins the NFL.

    That?s why Pryor needs to appeal the decision.? It?s not just about him ? it?s about the question of whether the NFLPA will allow Goodell to rely upon vague notions of ?detrimental conduct? to fashion specific sanctions that fit his intended outcome in each given case, regardless of whether the broader approach reflects any sense of consistency, justice, or fairness.

    ST. LOUIS - Josh Brown's winning last-second field goal couldn't erase the bad taste from the St. Louis Rams' poor first half.

    Coach Steve Spagnuolo didn't mince words after the starters got dominated on both sides of the ball, needing the backups to rally for a hollow 17-16 victory over the Tennessee Titans on Saturday night.

    "I do think we've got a long way to go based on that first half," Spagnuolo said. "I'm not real happy with how we ran the ball, I'm not real happy with how we stopped the run."

    Players weren't happy, either.

    "Did we come away with a win? Yes, we did," center Jason Brown said. "But did we move the ball like we wanted to? No, we did not. There's going to be a lot of teaching points and a lot of criticism and constructive things we can learn from this game."

    After getting burned for an 83-yard touchdown pass on the first play, the Titans' defense stood fast. The offense thrived without holdout Chris Johnson while taking a 16-7 halftime lead.

    "We settled down, adjusted, and pretty much shut them down the rest of the half," coach Mike Munchak said. "Pretty much the rest of the game really, until the end there.

    "I thought the first group did a great job."

    Steven Jackson was limited to 10 yards on six carries in his preseason debut and Sam Bradford had no other big plays in the first half, plus got banged around a bit after tackle Rodger Saffold tweaked his back in the second quarter.

    "Nothing we saw was anything new," Bradford said. "We had seen all those blitzes in practice, we could have picked those up. We know what we need to work on."

    The Rams (2-0) scored 33 points in the preseason opener against the Colts but, after getting Tennessee (1-1) to bite on play action on Bradford's 83-yarder to a wide-open Brandon Gibson for a quick 7-0 lead, new offensive coordinator Josh McDaniels had no follow-up with the first-stringers.

    Brown's 42-yard field goal capped a closing 12-play 67-yard drive behind third string quarterback Thaddeus Lewis. Brown was successful twice, first connecting after the Titans called timeout just before the snap.

    St. Louis opened with three tight ends and Jackson the lone back on a play that easily topped the Rams' longest play last season, a 49-yard reception by Jackson, the lone suspense coming when Gibson stumbled at the 35. The rest of the half, St. Louis totaled just 70 yards on 27 plays.

    Rookie Jamie Harper, third on the Tennessee depth chart behind Johnson and Javon Ringer (hamstring) had 83 yards on 11 carries in the half. The highlight was a 46-yarder on a cutback run, and he scored for the second straight week.

    The Titans totaled 198 yards rushing with a 5.7-yard average.

    "Regardless if it's Chris back there or Javon Ringer or Jamie Harper, whoever's back there, we're going to block our tails off and establish the running game," center Eugene Amano said. "That's our identity."

    Tennessee starter Matt Hasselbeck was sharp, going 7 for 9 for 74 yards. Hasselbeck was shaken up on his final play when Brady Poppinga rolled into his legs after a pass, but after walking off didn't need treatment on the sideline.

    "A guy hit me on top of my head and I bit my tongue really good," Hasselbeck said. "I got the wind knocked out of me. I had a lot of blood in my mouth.

    "I could have gone back in, but I had hit my allotted plays."

    Jackson missed most of two practices with hip soreness this week, but said it was just a precaution. He had trouble finding holes behind a line that had seldom-used Hank Fraley at guard in place of guard Jacob Bell. Donnie Jones punted eight times, four in each half.

    "I'm not looking for yardage in the preseason. What I'm looking for is run reads and how my chemistry is with the offensive line. One hundred yards or 1 yard, it's irregardless.

    "The job of the preseason is to get back into the flow of the game."

    The Rams' Donnie Avery (knee) played for the first time since last preseason and caught a 19-yard touchdown pass from A.J. Feeley in the third quarter that cut the gap to 16-14.

    Jake Locker threw a 29-yard completion to Jared Cook to the 5 on his first snap to set up Rob Bironas' third field goal of the half. Two of them were chip shots after the Titans stalled at the 7 and 5.

    "Field goals will kill you, and we kicked a lot of field goals," Munchak said.

    Alterraun Verner's interception on Bradford's throw in traffic intended for Mike Sims-Walker set up Harper's touchdown run that put the Titans up 10-7 in the first quarter. Bradford was hit hard on consecutive plays in the second quarter, getting blind-sided by blitzing cornerback Cortland Finnegan and then going down after William Hayes grabbed him by the ankles.

    Titans defensive end Jason Jones was carted off the field at the start of the second quarter with a sprained left knee sustained on the 83-yard touchdown. Jones was back on the sideline in the second half wearing a brace and is expected back in time for the opener Sept. 11 at Jacksonville.

    Rams middle linebacker James Laurinaitis made his preseason debut and tackled Harper for a 1-yard gain on the Titans' first play. Laurinaitis, who missed the opener with a pectoral injury, also had a sack.

    Beaten-down Wall Street slammed by recession fears (Reuters)

    NEW YORK (Reuters) ? Rising fears of another recession hammered U.S. stocks on Thursday, sending major averages sharply lower in a return to the extreme fluctuations investors endured a week ago.

    New worries about the health of European banks set the tone before the market's open, and a dismal report on regional U.S. manufacturing fueled a downward spiral in which the Dow dropped as much as 528 points, spurring a flight to safe-haven assets like gold.

    The Nasdaq ended more than 5 percent lower, the S&P 500 more than 4 percent and the blue-chip Dow off more than 3 percent. Thursday marks the sixth time in the last two weeks that the S&P has moved by 4 percent or more.

    "Are we going to go into recession? Most market participants were looking for slow and steady growth, but the statistics and the financial situation here and in foreign economies have disturbed that view," said Richard Weiss, a Mountain View, California-based senior money manager at American Century Investments.

    The Dow Jones industrial average fell 419.63 points, or 3.68 percent, to 10,990.58, while the Standard & Poor's 500 Index declined 53.24 points, or 4.46 percent, to 1,140.65, and the Nasdaq Composite Index dropped 131.05 points, or 5.22 percent, to 2,380.43.

    The losses resumed a slide in stocks that began in late July and seemed to moderate in the last few days. In a more worrisome sign, volume was heavier than on recent positive days, with 11.4 billion shares changing hands, highest so far this week.

    "It almost feels as though the floor in its entirety is clearly engaged in executions but the overall theme is resignation," said Peter Kenny, managing director at Knight Capital in Jersey City, New Jersey.

    Kenny said that traders are increasingly resigned to the idea that the market trend is downward.

    "What can you do about a trend that seems to be well established? It's the new -- I hate to say it -- it is the new normal," he said.

    Volatility jumped, with the CBOE Volatility Index or VIX, a barometer of Wall Street anxiety, up 38 percent at 43.56. More investors were taking out protective positions against declines in the market.

    The S&P 500 is now off 16.4 percent from its April 29 closing high, but the benchmark index still ended above its slump on August 9, when it fell to 1,101.54.

    Adding to fears of a another recession, a survey of U.S. Mid-Atlantic factory activity by the Philadelphia Federal Reserve Bank showed a drop in August to its lowest level since March 2009.

    Even though European bank worries were at the forefront of investors' minds, financials were not the worst-off stocks on Thursday.

    The losses were spread throughout the market, with the biggest hits taken by growth-oriented sectors that speaks more to rising global economic concerns. Luxury retailers and large-cap technology companies, often a hiding spot during market declines, slumped. Shares of luxury retailer Tiffany & Co fell 7.9 percent to $59.21, while software developer Oracle Corp dropped 8.3 percent to $25.19.

    Top drags on the Dow included shares of IBM, down 4.5 percent at $163.83, and United Technologies, down 5.5 percent at $68.12. On the Nasdaq, shares of Oracle fell 8.3 percent to $25.19.

    Hewlett-Packard Co slumped 6.1 percent after reporting quarterly results.

    Bank shares also fueled the market's declines, with the KBW Banks Index down 5.6 percent.

    A Wall Street Journal report said regulators are scrutinizing the financial health of U.S. units of Europe's biggest banks more closely.

    Among Wall Street bank stocks, Citigroup Inc lost 6.3 percent to $27.98 and Morgan Stanley shed 4.8 percent to $16.20.

    Economists at Morgan Stanley lowered the outlook for global growth and said the United States and the euro zone are "dangerously close to recession."

    WASHINGTON (Reuters) ? The government's soaring healthcare bill will be high on the agenda of Congress's new deficit-cutting "super committee," which has been assigned the task of finding by November 23 at least $1.2 trillion in savings.

    Few major structural changes are expected for the Medicare and Medicaid health insurance programs given the time constraints.

    The 12 committee members -- six Democrats and six Republicans -- also are unlikely to seek more than small-scale changes in spending, if any at all, to the initiatives created under the 2010 healthcare law signed by President Barack Obama, one of his key legislative achievements.

    The committee, formed this month under the last-minute debt-ceiling compromise between Obama and Congress, is far more likely to seek narrower but tangible results, according to analysts, former policymakers and congressional aides.

    Committee members have said they expect to work from existing proposals from independent groups, Republican and Democratic lawmakers, Obama's 2010 bipartisan deficit commission and others.

    Here are some scenarios of how events might unfold.

    IF THERE'S NO DEAL

    The partisan mood in Congress could make it difficult for the committee to reach any agreement on a deficit-cutting package, or for Congress to approve a deal. Much may depend on how tough a line the White House urges Democrats to take on entitlements if Republicans refuse to include revenue increases.

    Automatic cuts that will kick in if there is no agreement would not touch Medicaid, the $427 billion a year health insurance program for the poor that is funded jointly by federal and state governments and serves about 60 million beneficiaries.

    Medicare, the $520 billion a year federal health insurance program for the elderly, would see a relatively modest $120 billion cutback over 10 years under automatic reductions.

    Analysts say the Medicare cuts would impact healthcare providers, not the program's 48 million beneficiaries. That could help avoid a backlash from elderly voters who might otherwise seek retribution at the ballot box for any reductions in Medicare benefits.

    But the provider cuts, amounting to no more than 2 percent of total Medicare spending, would have a direct impact on the bottom lines of companies like UnitedHealth Group and Humana Inc that depend on Medicare spending for revenues. The prospect for reductions has already unsettled stocks on Wall Street.

    IF THERE IS A DEAL

    Speculation about the committee's ability to reach agreement centers on whether any lawmakers would be willing to break party lines.

    Some analysts believe Democratic Senator Patty Murray could cross party lines to help Republicans stave off cuts in defense spending, a move that could mean deeper reductions in healthcare programs.

    Murray represents Washington state, home to defense contractor Boeing Co, which has given her more than $172,000 in campaign contributions from corporate and employee donations, according to the independent nonpartisan Center for Responsive Politics.

    But analysts also note Murray's 2012 role as head of the Democratic Senatorial Campaign Committee helping to get Democrats elected to the Senate, which could constrain her from supporting changes to Medicare and Medicaid that might hurt her party's prospects in the congressional and presidential elections.

    Some conservatives hold out hope that Republicans on the super committee will move the debate in the direction of House of Representatives Budget Committee Chairman Paul Ryan's proposals to convert Medicare into a premium-support program for purchasing private insurance and Medicaid into a block-grant system for states.

    But committee members are more likely to make progress by avoiding the big ideological battles that are becoming set pieces for the 2012 campaign. Instead, the focus is expected to be on savings capable of winning approval from Congress and a favorable reception from the nonpartisan Congressional Budget Office, which is expected to veto any panel recommendations.

    Analysts say the committee could look to the following areas for billions of dollars in potential savings:

    MEDICARE

    * A further expansion of means-testing to increase premiums and other costs for higher-income beneficiaries;

    * An increase in the age of eligibility, currently 65, for people who are healthy;

    * A unified cost-sharing rate for Medicare Part A, which covers inpatient care at hospitals and rehabilitation facilities, and Part B, which covers doctor services and outpatient care;

    * Greater authority for the Centers for Medicare and Medicaid Services, the agency of the U.S. Department of Health and Human Services that oversees the two programs, to combat waste, fraud and abuse;

    * Stepped-up efforts to encourage greater coordination of care and reward healthcare providers for good patient outcomes rather than services;

    * An improved payment formula for physicians;

    * A new growth target for Medicare spending per beneficiary pegged to gross domestic product;

    * A mechanism to leverage Medicare's purchasing power to stem increases in prescription drug prices.

    MEDICAID

    * A single matching formula for federal contributions to states for Medicaid and the Children's Health Insurance Program, which covers low-income children who do not qualify for Medicaid;

    * A clampdown on states' use of taxes levied on healthcare providers, which critics say some states have used to inflate their Medicaid contributions in an effort to draw additional federal dollars;

    * Placement of people who are eligible for both Medicare and Medicaid into Medicaid managed care programs;

    * A long-term budget limiting Medicaid expenditures per enrollee to the rate of economic growth;

    * An upper limit on payments for durable equipment;

    * Tighter management of healthcare providers and Medicaid beneficiaries involved in high levels of prescription drug use.

    2010 HEALTHCARE LAW

    * A limited delay in federal subsidies that would augment the cost of coverage in state health insurance exchanges for lower-income beneficiaries;

    * A delay in the expansion of Medicaid to new enrollees with incomes of up to 133 percent of the federal poverty line;

    * Reduction or elimination of small-scale expenditures ranging up to $50 million for patient education, health provider training and other relatively small-scale projects.
